SI-Card analysis for registered runners

A new release 2021/12 is coming out soon.
It contains a new report showing the usage of the different SPORTident cards, and checking if their capacity is sufficient for the registered course.
There are 2 subreports:
- a first one for insufficient capacity
- a second one for very close capacity (may exceed the memory if extra controls are punched)
