SIComm.oCX installation error

I encountered the same error on my work computer logged in with my domain account (which has administrator rights).I'm trying to install SIcomm.ocx but I cannot do it because I'm getting an administrator error even if I run the setup file as administrator (and also I'm the administrator). Can you provide me the SIcomm.ocx file by mail so I can add it in the system32 folder?
Or do you know how to pass this error?
I didn't find a solution for this account, but the installation worked without problems when logged in as LOCAL administrator user.
