HELGA release 2018/07

The time has come to announce the next HELGA release, featuring the migration of WEBRES to XML and Unicode, finalizing the huge task to fully support the IOF standard data format.
This means that HELGA and the web portals will fully support non-latin alphabets with no more wrongly displayed characters!
However, this switch makes a little database upgrade necessary on the webserver, so that older versions of HELGA will not be able to upload to START or WEBRES anymore. A corresponding message will be shown if you still try:
Two more features are also added to the new version:
- Individual start wishes are now possible for Multiday races. There is a small indiction when the automatically assigned range is manually changed.
- Allocate rented Chip numbers as batch from a text file/list, without needing to actually read each chip.
